Energy Efficiency Business Coalition's State of the State

Since 2007, the energy efficiency industry in Colorado has overcome genuine challenges and undergone tremendous growth in jobs, energy savings and economic development. This development can largely be attributed to state-level policy, industry, utilities and government. A recent Energy Efficiency Business Colorado (EEBC) "State of the State" report identifies these interactions, lessons learned and opportunities for the future.

Fiscal cliff bill extended energy efficiency and wind tax credit

The Taxpayer Relief Act of 2012 also known as the fiscal cliff deal is now the law of the land. Despite all the ugliness behind passage of the law, there were some good things in it for our climate particularly wind energy and energy efficiency. Congress extended expiring tax credits for those industries at the insistence of the White House.

The Production Tax Credit for wind (PTC) was extended for one more year the White House confirmed Thursday in a release. The credit will apply to all wind turbine projects that are started in 2013 even if they go online in 2014. The tax credit that expired Tuesday covered only projects up and running in 2012. There were other climate-friendly credits extended as well as reported by the Energy Effiency Business Coalition (EEBC). The 10% tax credit for energy efficiency improvement to homes was extended.

EEBC helps create a win-win to increase energy efficiency for Black Hills Energy users

It’s been five years since leading policy makers in Colorado passed House Bill 1037, legislation that encouraged investor owned utilities to offer energy efficiency programs. Black Hills Energy, one of the seven regulated utilities in Colorado, recently filed their 2012-2015 Demand Side Management plan that includes programs and incentives for energy efficiency solutions.

Multiple stakeholders provided their input for the plan before submission to the Public Utilities Commission. One of those key stakeholders was Energy Efficiency Business Coalition (EEBC), a growing trade association that is promoting job creation and economic development in Colorado. After many years of working with Xcel Energy to support the energy efficiency industry’s goals, this year EEBC has expanded its reach to promote energy efficient throughout the state including Black Hills Energy service area.

Energy efficiency, an unseen giant growing jobs in Colorado

Energy efficiency has been as been a quiet success for Colorado and there continues to be massive opportunities for economic development for businesses and energy consumers.

Energy Efficiency Business Coalition’s “Colorado State of the State” Report estimates a local industry made up of more than 14,167 managers, engineers, technicians, office staff and more. Meanwhile, energy efficiency projects make up a small minority of building construction projects. These projects provide an excellent opportunity to continue the creation of local jobs. However, there are some challenges to scaling the growth of the industry. The report identifies these key challenges for the continued growth of the industry including an uncertain future of programs, inconsistent standards across programs, and creating value for energy efficiency improvements....

Intervenor Notes from the DSM Settlement with Xcel Energy

In 2007 Xcel Energy’s efforts to reduce the exponential growth rate of energy consumption were initiated by a House Bill 07-1037 and initially implemented with Docket No. 07R-371G. The general scope of the legislation was to direct Colorado’s investor-owned electric and gas utilities to pursue energy efficiency through cost effective programs. Since then, Xcel Energy has developed numerous different products that range in complexity by addressing different energy using segments. These programs do not always include rebates; some may support energy efficiency through education, information, or direct investments in equipment. But overall, they generally focus on reducing energy usage in the built environment through retail outlets, contractor trade partners, and other partner channels. Most recently, Xcel Energy’s filed their two year, 2012/2013 Demand Side Management Plan (Docket 11A-631EG) which covers a wide range of products that are estimated to reduce electricity usage by 686,548,225 kWH electricity demand by 186,201 kW and gas usage by 820,198 Dth .....

EEBC has appointed Eric Van Orden Executive Director

Van Orden’s charter is the development of a strategic plan that identifies industry needs and opportunities for job creation and overall sector growth. His incoming objectives include collaboration with Colorado utilities, increased contractor education opportunities, and the creation of a compelling financing solution for residential and commercial energy efficiency projects. Van Orden most recently served as Regional Energy Efficiency Manager at SolarCity, where he helped launch energy efficiency services for the full-service solar solutions provider. His extensive experience in the energy efficiency and renewable energy industries includes the facilitation.......
